This first build parses COA PDFs and prepares the METRC package queue. The actual METRC document upload is intentionally disabled until we finish capture review.
PDF Intake
Upload COA PDFs. Extract METRC package IDs.
Drop one PDF or a full batch. The app reads each certificate, identifies the target Metrc ID, keeps the parent package visible, and builds the review queue for the later METRC upload step.
